Rajya Sabha MP Binoy Viswam Approaches SC to Direct Centre to Accept Foreign Aid

Rajya Sabha MP from Kerala and Communist Party of India (CPI) leader, Binoy Viswam, has moved the Supreme Court for a direction to the Centre to allow aid offered for flood-hit Kerala by foreign governments in line with the provisions of Disaster Management Act, 2005.

The former Kerala minister filed the petition in the top court after the Centre refused to accept foreign funding from a few countries, including the UAE, for the purpose of relief aid.

Viswam, in his plea, has claimed that seven districts in Kerala have been severely damaged by floods, causing a loss worth Rs 20,000 Crores.

He further pointed out that the state government had requested the Government of India for an immediate release of Rs 2000 Crores, however, the Centre has so far disbursed only Rs 600 Crores. And, in addition to the funds provided by the Centre, another Rs 200 Crores was donated by other states.

But considering the magnitude of loss in Kerala, the state requires more funds to manage rehabilitation work, Viswam said.

The Centre had earlier refused to accept foreign aid, but said that Kerala could accept assistance from overseas foundations.

The CPI leader in his petition has also said that the Centre’s policy was inconsistent with the provisions of the Disaster Management Act.
