Delhi HC directs authorities to use Drone Surveillance for conducting Fire Safety Inspection

A Division Bench of Delhi High Court comprising of Justice Hima Kohli and Justice Asha Menon on Tuesday, September 24, has directed the North Delhi Municipal Corporation (NDMC) and Delhi Fire Services (DFS) to use drone surveillance system for conducting fire safety inspection in the area of Karol Bagh, Delhi.


The Court directed both the authorities to positively file a joint status report on fire safety in the area within a period of three weeks. The court further opined that “considering the unauthorized construction and congestion due to traffic & other factors, the authorities are directed to conduct inspection through drone surveillance.”


The bench was hearing a matter filed by one Neena Narang, who is a resident of Karol Bagh. The plea filed by Narang highlights the hindrance caused due to parking of vehicles on road in the area thereby leaving a space of only one lane for passage of traffic.


While considering the increase in fire incidents in the Karol Bagh area resulting in grave loss of lives and properties, the Court on July 29, 2019, had directed the North Civic Body to share building plans of the concerned area with DFS so as to enable them to conduct a fire audit on a priority basis.


The Court observed severe disappointment on the part of NDMC and DFS for not filing a status report on time in the matter despite the fact of being directed in the past to appoint nodal officers for conducting routine interaction to give Fire auditing a priority.


The Court further took note of the point that in absence of any status report and response from authorities, it was assumed that any nodal officer was not appointed at the appropriate time by NDMC and no steps were taken to file the report.


The two-judge bench also criticized the North Corporation with respect to the illegal and unauthorized construction going on in the area.


The matter will now be heard next on October 14.
