The Union Cabinet, with only a few months to go for General Elections, in what is termed as a major political move, the cabinet has approved 10 per cent reservation for economically weaker upper castes.

The survey report says that Government will move a Constitutional amendment to Article 15 and Article 16 of the Constitution to provide reservation for the upper castes in Government jobs and education. Also reservation will be applicable for those earning Rs 8 lakh or less annually.

Article 15(4) provides that state can make special provision for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Tribes or Scheduled Castes.

Similarly Article 16(4) allows the state to make any provision for the reservation of appointment or posts in favor of any backward class of citizens which in the opinion of the State, is not adequately represented in the services under the state.
